could it be part of the sprue tree, that the limbs were attached to ?
not sure how it would end up in the Moc with the figure though, or how it managed to remain with the figure all these years later, unless it has always been his saber?

I was thinking of this too, a part of the sprue tree.. Maybe it's been packaged like this by mistake at the factory and then sold. Then the kid who got it over here just thought it was the genuine saber (or just didn't manage to convince her/his parents to buy another Obi-Wan "only" because of that tiny part )
