What is the best and easiest way to distinguish a real vinyl cape from a fake?

From a photo, it'll be hard, but most repros can be seen easily by being the wrong color, size, loose fitting arm holes, or being too thick for vintage vinyl capes.

The good repros are tougher, but the legit ones will have that distinctive textured side that gives a zipping sound if you run a fingernail across them, and a good photo can show this. If this is a question about a figure you're looking at, just post pics here and someone will help you out.
